NHS England confirms net-zero supplier requirements from April 2027

From April 2027, proportionate NHS supplier requirements will cover public reporting of emissions targets, relevant global Scope 1, 2 and 3 emissions, and publication of a Carbon Reduction Plan.

NHS England published the milestone guidance on 9 June 2026.

From April 2027, proportionate requirements will require suppliers to publicly report targets and emissions and publish a Carbon Reduction Plan covering relevant global Scope 1, Scope 2 and Scope 3 emissions.

Who is affected

Affected organisations may include existing NHS suppliers, businesses bidding for NHS contracts, manufacturers, facilities and service providers, distributors, technology providers and healthcare supply-chain partners. The reporting burden should not be assumed to be identical for every supplier; the published approach uses the word proportionate.

Confirmed development

Core requirements cover public emissions reporting, public emissions targets, Carbon Reduction Plan publication, relevant global Scope 1, 2 and 3 emissions, appropriate organisational and geographical boundaries, and evidence retained for procurement review.

Important policy clarifications

Suppliers are encouraged to align with the NHS 2045 ambition, while a 2050 net-zero commitment is the minimum accepted commitment year under the published approach. External target validation is encouraged but is not mandatory, and the proposed requirement to estimate future offsetting has been removed.

Difference from PPN Carbon Reduction Plans

NHS requirements must be assessed using NHS guidance and should not be treated as automatically identical to a generic PPN 006 Carbon Reduction Plan. This article does not provide legal advice.

April 2028 preparation

NHS England indicates further requirements concerning product carbon footprinting from April 2028, subject to the applicable methodology and implementation guidance.

  4. Verify the baseline year and calculation methodology.

  7. Publish the required material in an accessible location.
  8. Establish annual data-refresh and approval processes.
  9. Align procurement responses with published evidence.
  10. Record assumptions, exclusions and data limitations.
