In brief
The European Commission adopted two significant measures on 13 July 2026 to support implementation of the EU Deforestation Regulation.
The first is a Delegated Act updating Annex I of the EUDR by removing certain products, adding others and clarifying specific exclusions.
The second is an Implementing Act establishing technical rules for the EUDR Information System used to submit due diligence statements and simplified declarations.
The Commission also formally adopted its updated EUDR guidance in all official EU languages.
Products proposed for removal from scope
- cattle hides, skins and leather
- re-treaded tyres
- soybeans intended for sowing
- certain articles of vulcanised rubber
- conveyor belts
- transmission belts
- aircraft seats
- motor-vehicle seats
Businesses should not immediately discontinue existing due-diligence controls. The Delegated Act remains subject to scrutiny by the European Parliament and Council before entering into application.
Products added to scope
- soluble coffee
- certain palm-oil derivatives
- frozen cattle tongues
Newly added products are expected to become subject to EUDR requirements from 30 December 2027.
Samples and testing products
Certain samples and products used for analysis, examination or testing are outside scope, subject to the legal conditions and supporting documentation.
Information System changes
The Implementing Act covers:
- due diligence statements
- simplified declarations
- system access
- submission processes
- data handling
- API specifications
- automated system integration
Simplified declarations
Simplified declarations are intended for eligible micro and small primary operators.
Simplification does not remove the need to retain appropriate supporting evidence.
Information System training
The Commission is expected to provide further documentation and company training from the end of July 2026.
What businesses should do now
- Recheck all EUDR product CN codes.
- Separate products into retained, proposed removal, newly added and classification-review groups.
- Preserve supplier, geolocation and due-diligence evidence.
- Update supplier questionnaires and product master data.
- Confirm Information System user roles and submission authority.
- Decide whether manual or API-based submission is appropriate.
- Review eligibility for simplified declarations.
- Monitor the Parliament and Council scrutiny process.
Implications for UK exporters
UK exporters may need to supply EU customers with:
- product composition
- commodity information
- country of production
- supplier and producer identity
- plot geolocation
- harvest or production dates
- legality evidence
- deforestation-free evidence
Implications for rubber and tyre businesses
The proposed removal of re-treaded tyres and certain vulcanised-rubber articles does not mean that all rubber products are removed from EUDR scope. Exact CN-code review remains necessary.
Implications for furniture businesses
Furniture and timber products remain subject to product-specific EUDR assessment. The removal of aircraft and motor-vehicle seats must not be interpreted as a general exemption for office, domestic or commercial furniture.
